At the 3rd PAN Congress, the following was agreed upon :

    (1) The Pacific Asia Network (PAN), as well as the individual Pacific Asia Society chapters
in the different member countries will focus on Youth and Youth Exchange Programs.
Programs are subject to change due to budget and special circumstances.
    (2) PAN leaders will visit Indonesia to set up PAN Indonesia
    (3) PAN leaders will visit Vietnam to set up PAS Vietnam
    (4) The next PAN meeting will be held in Mongolia on July 15-18, 2001
    (5) The Korean model for the Youth Corps is to continue
    (6) Regarding youth exchange programs with Korea, the visiting students will shoulder the
airfare plus US $200 for a maximum of 24 students.  The participants hope that the
Youth Exchange Program will ultimately become an integral part of PAN.
    (7) Some discussing were held regarding an eventual "Youth Excellency Program", providing
PAN scholarships to academically strong college students.  PAS may start with one
student as a trial.  If results show promise, the program will be expanded.  Selected
student(s) will be required to pay his/her airfare.  Good students in need of financial
support will be strong candidates for this scholarship.
    (8) A suggestion was made in regards to the possibility of establishing a chapter of PAS
in the Sahka Pepublic (northern Siberia)
